How is the collection and distribution
organised?
The Dutch
Publishers Association and IPRO have commissioned the Publication
and Reproduction Rights Organisation (PRO) with implementing
the reader agreements. The PRO Association is the Dutch copyright
organisation for publishers, founded by the Dutch Publishers Association,
to protect the copyright which would be hard or impossible to do
by the individual publishers. IPRO has sent an assessor to the PRO
Board.
Carrying out the PRO Association's tasks is looked after by Cedar,
a company which facilitates a large number of copyright organisations
(including the Dutch RRO Stichting
Reprorecht).
In summary
Educational
institutions pay a fee to the PRO for copying information in readers.
The PRO Association
distributes these fees amongst the Dutch publishers, IPRO distributes
the foreign share to the Reproduction Rights Organisations
CCC,
CLA,
CFC
and VG
Wort and STM.
IPRO ensures
the central reader administration is implemented on behalf of the
publishers located abroad and ensures those publishers receive their
reader fees.
